As the part of cooperation between Myanmar and the Netherland according to the MoU for cooperation in the field of Integrated Water Resources Management signed in May 2013, the second Joint Steering Committee (JSC) between Myanmar and Netherlands was held and Multiannual Working Plan was signed on 17th November 2014 at DWIR office in Yangon, Myanmar. Mr. Peter Heij, NL Competent Authority of the MoU, Director General of the Directorate for Spatial Development and Water Affairs, the Ministry of Infrastructure and the Environment, handed over the Executive Summary of Myanmar Integrated Water Resources Management Strategic Study “From Vision to Acction” to U Htun Lwin Oo, Myanmar Competent Authority of the MoU, Secretary of National Water Resources Committee - NWRC, Director General of the Directorate of Water Resources and Improvement of River Systems, Ministry of Transport.
Element of the Working Programme identified for the cooperation between Myanmar and the Netherlands are -
1. IWRM data collection, information and modelling activities;
2. Capacity building (Universities and training facilities);
3. Knowledge transfer and advice by High Level Expert Team IWRM;
4. Strategic study on implementation of IWRM and follow-up activities in Myanmar;
5. From identification of possibilities for concrete projects “no regret” to ‘learning by doing projects’.

The 'learning by doing' projects are;
1. Integrated Meiktila Lake Area Development (Mandalay Region):improved watershed management to reduce siting up of the lake, dredging of the lake, urban and rural drinking and irrigation water supply, water quality control and pollution prevention, inter-departmental cooperation and people's participation. Cooperating agencies: a.o. MoAI, MoECaF, MoLFaRD, Meiktila Township.
2. Bagan Multi-Purpose Pilot River Beautification (Mandalay Region): river training for improved navigability, irrigation water supply, mini hydropower, river embankment beautification. Cooperating agencies: MoT/DWIR, MoAI, Bagan Township, Private Partners.
3. Pan Hlaing Control Sluice cum Navigation Lock (Yangon Region): drainage control for area of ca. 70,000 hectares, irrigation water supply, flood control, improved inland water transport facilities for industrial zone, ecological protection. Cooperating agencies: MoAi, MoT/DWIR, YCDC.
4. Feasibility Study Mandalay-Bagan navigability improvement: tendered study, assigned to Royal HaskoningDHV, Arcadis and Rebel Group on river training works for improved navigability of Ayeyarwady River. Cooperating Partners: MoT/DWIR, Netherlands Government, World Bank.
5. Bago-Sittaung Canal Integrated Water System Analysis: Operational improvement of integrated water system of dams, canals and rivers on Bago Region for improved irrigation, drainage, flood control, hydropower development and inland water transport. Cooperating agencies: Mot/DWIR, MoAI/ITC Bago, MoHD, Bago Region,etc.
